. ABOUT MROCC and OUR MISSION
The ramifications of workplace drug testing can be serious - to both the employer and the employee. An employee who
uses illegal drugs is a definite obstacle to the stability and safety of the workplace. However, proper evaluation of a test
result in light of the employee's medical history while protecting his or her privacy is essential to avoid falsely accusing
an employee of illicit drug use. Today, physicians in many specialties conduct drug and alcohol tests for business,
industry, government agencies, and schools. The need for trained medical review officers (MROs) to evaluate test results
extends to more than 20 million Americans. The Drug-Free Workplace Act affects all federal agencies. Mandatory alcohol
and drug testing is now required of all intrastate truckers, commercial driver’s license holders, and other transportation
workers. In joint government agreements, the United States, Canada, and Mexico also monitor truckers crossing
international borders. More than 60 percent of large private employers require drug and alcohol testing. For this reason,
business, industry and government agencies have seen the need for qualified Medical Review Officers (MROs) to
evaluate work-related drug tests, and to act as a consultant and resource in achieving a drug-free workplace. And
Certification is a mark of an MROs competency. The Medical Review Officer Certification Council (MROCC) is a physician-
based 501(c) non-profit corporation offering certification by examination to physicians (M.D. or D.O.) who have had
appropriate medical training in the duties and responsibilities of the professional MRO.
The certified MRO is a licensed physician who is qualified to evaluate laboratory drug test results within federally
mandated/non-mandated workplace drug testing programs. As a "gatekeeper", the MRO protects the donor from a false
accusation of illicit drug use when there is an alternate medical explanation for the laboratory result. At the same time,
the certified MRO protects the Company as a valuable resource - helping with policies and regulatory issues, as well as
providing related services, such as drug test collections, breath alcohol testing services, coordination of laboratory
services, laboratory performance testing, and preparation of summary reports for employers. Learn additional details

Currently-certified physicians and assistants are listed both alphabetically and geographically. These directories are also
supplied to clinics, agencies and individuals in need of certified Medical Review Officers and Assistants. MROCC's
presence on the world-wide-web contains information on its certification process and CME activities, as well as current
and practical resources to assist the MRO in his or her responsibilities.

The Medical Review Officer Certification Council was founded by a number of medical specialty societies as well as the
American Medical Association. Societies who have representatives on the MROCC Board include: The American Academy
of Clinical Toxicology and American College of Medical Toxicology, the American College of Occupational and
Environmental Medicine, the American Society of Addiction Medicine, and the College of American Pathologists.

. EXAMINATION DEVELOPMENT COMMITTEE
The MROCC Certification Examination is based upon the federal requirements developed by the Department of Health
and Human Services for federal drug testing programs, and fulfills the Federal DOT requirement for MRO certification, as
well as those States requiring certification of Medical Review Officers, including the Oklahoma State Department of
Health requirements for MRO training and the Florida Drug-Free Workplace Law requirements for MRO certification.
The MROCC Examination Development Committee is appointed by the Board of Directors and is made up of recognized
leaders in workplace drug and alcohol testing selected from the fields of substance abuse, occupational medicine,
toxicology and the legal profession.

. EXAMINATION VALIDATION COMMITTEE
The MROCC Examination Validation Committee tests each of the MROCC examination versions for accuracy and for
validity. Each exam item is psychometrically weighted and tested to ensure the certification examination is fair and
follows the procedures set forth by the Educational Testing Service, the National Board of Medical Examiners and other
certifying bodies.
